Abstract
Article on forecasting techniques for the evaluation of training needs in developing countries - criticizes the use of production projections as giving inaccurate long term forecasts; suggests that training policy should be based on priorities and cost benefit analysis (including social cost); says that consideration should be given to educational level, labour demand, the use of vocational education and in plant training, and labour productivity; stresses the importance of basic education.
