Article analysing factors contributing to rapid industrial development in Singapore for the period from 1959 to 1980, highlighting the role of employment policies in promoting equitable growth and satisfying basic needs - traces the fall in unemployment and rise in employment creation; reviews human resources planning emphasizing labour demand; identifies achievements in basic needs fulfilment.
