Abstract
Based on data from 101 projects in seven public works programmes (PWPs) in Western Cape Province in the mid-1990s and on household survey data. Estimates the amount of expenditure required to transfer one rand to the poor and compares this ratio with that generated by a hypothetical, untargeted transfer programme. Finds that most of the PWPs considerably outperform the benchmark.
