Economic and social works (civic service) for Israeli youth during military service (nahal) - a scheme with two purposes (defence and economic development) comprising mobilisation on a national level scale of rural worker labour force for agriculture and training of young workers for community development, rural cooperatives and rural development. The nahal also provides vocational training in small scale industry and handicrafts. Example of human resources planning for developing countries.
