Abstract

Argues that globalization reproduces between central and peripheral countries the same "concentrating and excluding" pattern of growth as that observed within countries. Reviews successive conceptualizations of development and proposes an approach to inclusive development based on striking a better balance between economic efficiency, decent work and environmental protection. Highlights the need to help informal sector workers make the transition to formal entrepreneurship.
