Abstract
Article on the distinction between underemployment and unemployment in the agricultural sector - discusses the determinants of agricultural worker availability, and argues the importance of employment policies and agricultural policies directed not solely at decreasing underutilisation, but also at increasing manpower availability for income generating activities.
