Abstract
Presented by the General Secretary of the International Textile, Garment and Leather Workers' Federation (ITGLWF), takes stock of the situation a year after the end of the Multifibre Arrangement and the quota system. Suggests that governments, retailers, factories and others should seize opportunities in order to establish sound labour relations, and that the ILO and WTO should collaborate in creating combined trade and labour mechanisms to help eliminate exploitation of workers.
