Finds that the economies of developing countries, and especially exporters of primary commodities and more traditional manufacturers, have been affected by external shocks and have been forced to adopt stabilisation policies with high social costs. These policies should be more selective, should be spread over a longer period of time, and should pay heed to land redistribution and the satisfaction of basic needs for the poor.
