Abstract
Mali government policy in human resources planning to modernise traditional agriculture and combat rural area underemployment by setting up a civic service providing civic education and vocational training for youth to promote rural development and community development - another scheme encourages rural workers to improve living conditions and cultivation techniques in rural areas and to participate in national level economic and social development.
