Abstract
Taking into account theoretical discussions on social exclusion, empirical data and government policies, examines differences between the French situation and that of neighbouring Belgium. Addresses the relevance of the concept of social exclusion to Latin America and the possibility of using it as the pivotal concept in a comparative approach.
