Article on agrarian reform as a means to reducing unemployment and underemployment in developing countries - examines obstacles to better land utilization and to creating employment opportunity for rural workers such as lack of security of tenure, the land tenure system, credit restrictions, inadequate infrastructure and water supply, etc., and urges reform measures to balance the land-labour ratio and which would result in a more equal income distribution.
