Abstract
This guide supports workers’ organizations in turning the ILO Quality Apprenticeships Recommendation, 2023 (No. 208) into concrete action. It explains how trade unions can help shape, govern and monitor apprenticeship systems, defend apprentices’ rights, prevent misuse, promote inclusion and ensure that apprenticeships lead to recognized qualifications and decent work. Drawing on examples from trade unions across regions and sectors, the publication offers practical guidance, discussion points and tools to strengthen union action on quality apprenticeships.
