Abstract
This 2025 Update of the 2019 original Green Paper outlines the current state of affairs of social dialogue in Ukraine, considers the differences between social dialogue and civil dialogue, and provides comparative information from three EU member states, and social/civil dialogue structures within the EU. Its objective is to enable informed decision-making by constituents in Ukraine as they embark on their path of recovery and reconstruction.
