Examines the links between the global economic crisis, employment creation and social protection in the Arab economies, and identifies policies areas for the attention of governments and social partners. Suggests four policy priority actions in view of the global crisis: making employment and improving employability an specific target of economic policies; introducing or expanding unemployment insurance; creating a social protection floor through cash transfers; and adopting policies that respect the right of nationals and migrant workers to employment.
