Syria's social insurance system remained operational throughout the country’s conflict, preserving continuity, trust, and institutional capacity at a time of profound disruption. This Spotlight Brief argues that strengthening this surviving system offers a practical and cost-effective pathway to recovery by providing a foundation for broader social protection, reducing long-term dependence on humanitarian assistance, and rebuilding the social contract. While the system faces significant financial, demographic, and coverage challenges, investment and phased reform can transform it into a cornerstone of Syria's transition towards greater economic security, social cohesion, and sustainable development.
