This study is based on a qualitative methodology, including a desk-based literature review and primary data collection through interviews in Jakarta with key informants. Researchers collected qualitative data to assess the existing recruitment and placement practices, regulatory regimes and enforcement mechanisms. Based on these findings, the report sets out recommendations regarding the changes in law and practices needed to promote fair recruitment of migrant fishers.
