Abstract
This brief examines the policy framework for skills development and lifelong learning in the Philippines, provides a macroeconomic perspective of the outcomes and identifies areas of potential weakness. It also analyses the social and demographic context within which the main policy challenges arise while focusing on the developments in the economy and labour market that have provided the impetus for the policy changes.
