Abstract
Recognition of prior learning (RPL) systems are essential for certifying skills acquired through non-formal and informal learning. These guidelines provide a comprehensive framework for understanding and developing the financial architecture of RPL, detailing the direct, support, and opportunity costs involved. Moving beyond theory, this document explores diverse financing models and provides practical guidance on building the sustainable, inclusive, and equitable financial arrangements required for robust national systems. The document provides various country examples, including Australia, Bangladesh, Colombia, Kenya, South Africa and Tunisia, illustrating different approaches to costing and financing RPL.
