Reaching universal social protection: a review of national strategies and policies

Abstract

Social protection strategies and policies are important expressions of governments’ longer-term vision and medium-term objectives for the development of social protection systems. This brief highlights a selection of findings based on an analytical framework of 57 indicators applied to a sample of 50 national social protection strategies and policies published between 2011 and 2020. It examines the extent to which these strategies and policies comply with international social security standards, how they were formulated; whether they address life-course contingencies and if so to what extent; and if they include key implementation considerations that increase the likelihood that commitment will turn into action.
