Abstract
The manual serves as a guiding document or step-by-step reference for BDA staff and project teams that will be tasked to work with local communities to establish, develop and sustain community-based enterprises. However, it can also be used by other organizations supporting local economic development and livelihood initiatives. It is divided into two parts: Part 1 contains concepts, principles and policies that the BDA will adhere to as it supports communities in enterprise development. Part 2 contains tools and guidelines in actual enterprise project development -- from planning to implementation. Funded by the Mindanao Trust Fund (MTF), PLEDGE has supported confidence and peace-building efforts through local economic development. The Mindanao Trust Fund is a multi-donor grant facility by the European Union, Sweden, Australia, Canada, United States, New Zealand and the World Bank.
