Abstract
The ministry in charge of roads recognizes its obligation to mainstream social dimensions, such community participation, gender, persons with disability, child rights and HIV/AIDS, into its policies and strategies, and to mobilize and ensure availability and appropriate management of resources for the programme activities as stipulated in the national policy instruments. The purpose of these policy statements and guidelines is therefore to provide guidance in linking communities and the vulnerable groups with road construction projects and dealing with the impact of HIV/AIDS on the roads sub-sector. The ministry will, as a requirement, adhere to the principles provided in the document by designing programmes and activities that contribute to the achievement of the goals of the relevant National Strategic Framework, monitor and evaluate the programmes in accordance with national policies and adopt a multi-sectoral approach under the coordination of the regulatory mandates and mechanism of the ministry responsible for roads.
