Abstract
This policy paper outlines practical solutions to enhance access to formal employment for Syrian refugees in Lebanon, positioning work permits as a key tool for strengthening labour market governance, promoting decent work, and supporting economic resilience. It highlights the pressing need to simplify procedures, address barriers to formalisation, and expand access to decent work in sectors facing labour shortages. Rooted in tripartite dialogue the paper presents evidence-based recommendations to support Lebanon’s labour market recovery, foster inclusive growth, and reinforce social cohesion amid evolving regional dynamics.
