Abstract
This paper aims at responding to a series of questions related to employment policy frameworks and examples for transition to formality, i.e. Formalization Strategy and Plan (FSP) and National Employment Policy (NEP) to see how the goal of transition to formality has been formulated in these policy frameworks in different countries. Some countries are at the stage of implementing the second or even the third generation of these policy frameworks and this allows the analysis on the evolution of policy choice and mix. It is important to note that this paper is not seeking to compare which policy framework is better than the other for the transition to formality. Policy choice and measures need to be according to specific national circumstances, legislation, and other policies, practices and priorities. This is one of the guiding principles provided in R204 - Transition from the Informal to the Formal Economy Recommendation, 2015, for countries when designing coherent and integrated strategies to facilitate the transition to the formal economy.
