Abstract
This brief is an attempt to analyse the use of “peak-level social dialogue”4 during the “initial phase” – which we take to be15 March to 10 June 2020 – of the COVID-19 pandemic. The brief presents observations on policy issues and possible avenues. It is based on research during the initial phase of the pandemic, in countries and territories for which information has been made available through the ILO repository of country responses to the pandemic and various publicly accessible databases and sources.
