Abstract
This brief provides an explanation of the legal standards underlying the questions in the Better Work Compliance Assessment Tool (CAT) on freedom of association and collective bargaining, used by enterprise advisors in all Better Work country programmes to assess enterprise compliance with international core labour standards, as well as national labour law.
