Abstract
This report examines the role of employers in strengthening labour migration governance in Uganda, focusing on the growing emigration of mainly low-skilled female workers to the Middle East and the associated risks of exploitation, irregular migration, and weak regulation. It underscores the limited but critical role of employers, particularly through the Federation of Uganda Employers (FUE), in promoting fair recruitment and protecting migrant rights. The report recommends improved coordination, legal reforms, ethical recruitment practices, and finalization of a national migration policy to build a safer and more transparent system.
