Traditionally, value chain development projects have focused on measuring job creation. Yet there is now clear recognition that not only the number of jobs but also their quality matters to poverty alleviation and economic development. This ‘how-to’ note expands on the ILO’s guide on Value Chain Development for Decent Work by providing guidance helping projects put in place a practical framework to measure, monitor and report on changes in job quality linked to project activities. The guidance outlines a simple, 5 step process designed to help projects navigate ‘how’ to measure job quality – but not prescribing ‘what’ to measure in terms of specific indicators.
