Abstract
Developed in the context of the Youth Guarantee in the Western Balkans, this guide helps national authorities and civil society organizations design and deliver effective outreach to young people detached from the labour market and public services. It provides a structured intervention model, minimum service delivery standards, practical tools for outsourcing to partner organizations, and monitoring frameworks to support the reintegration of NEETs into employment, education or training.
