Abstract
The Guidelines support Member States in their understanding of and policy responses to the opportunities and threats posed by climate and environmental change. They have been piloted in Mozambique and enhanced with lessons learned from their application in Morocco, incorporating at each step key methodological refinements to improve sectoral assessments, labour market transition analysis and policy applications.
