Abstract
Defines the framework for establishing and operationalizing National and Regional Sectoral Skills Bodies (SSBs) in Ethiopia. It details their mandates, governance structures, roles, and responsibilities, along with guidelines for membership composition, oversight, and funding mechanisms. The document serves as a foundational guide for piloting the SSB model in the agro-processing sector, providing a roadmap for implementation that includes setting up governance systems, identifying priorities, and developing actionable plans. Insights from this pilot will inform the broader rollout of SSBs across other priority sectors. Developed under the supervision of the National Technical Steering Group and drawing on prior sectoral skills work, the publication aims to strengthen coordination, accountability, and responsiveness in skills development aligned with Ethiopia’s economic transformation agenda.
