Abstract
This guideline provides a structured approach to conducting the employment impact assessments (EmpIAs) of road investments, supporting their design and implementation to maximise job creation and improve job quality. It sets out how to conduct an EmpIA across the full project cycle, covering methods for measuring direct, indirect, induced and long-term employment effects, as well as practical guidance on data collection, modelling and reporting. By linking employment outcomes to project design choices, such as contracting approaches, labour intensity and local sourcing, the guideline helps ensure that road investments generate inclusive and sustained economic benefits.
