Abstract
The guidance note was developed to promote coherence and provide practical direction on integrating social safeguards among agencies implementing employment-intensive initiatives and cash-for-work projects in Afghanistan. The document underscores the ILO’s mandate to advance decent work and uphold fundamental labour standards—ensuring fair, safe, and equitable employment as a cornerstone for stability, dignity, and social cohesion in the country.
