Abstract
Women entrepreneurs are critical agents in achieving a just and environmentally sustainable transition. Their enterprises often prioritize social responsibility, community engagement and innovative green solutions across sectors - from agriculture and waste management to conservation and technology. Yet, systemic barriers such as unequal access to finance, markets and skills, combined with restrictive norms, limit their full participation and resilience. This guide calls for a transformative approach to Women’s Entrepreneurship Development (WED) within the just transition, one that addresses structural inequalities and amplifies women’s leadership. Aimed at development practitioners, it provides an action framework to (1) contextualize interventions, (2) design and implement tailored policies and programmes across ten priority action areas, and (3) apply inclusive monitoring and evaluation to ensure meaningful, measurable progress toward gender-equitable and sustainable economic systems.
