Analyzes to what extent China's competitive position in global markets can continue to be based on low-wage labour in an environment of labour shortage or whether the innovative capacity should be exploited. Gives case studies of the Wenzhou footwear cluster and the Lecong furniture cluster. Indicates the tensions between attracting investment and stimulating economic development vs. giving priority to labour and social challenges.
