Abstract
This document is the final output of an initiative by the ILO Regional Office for Asia and Pacific (ROAP) and the Employment Intensive Investment Programme (EIIP), with the purpose of developing tools and guidelines for community infrastructure development in low-income urban settlements. The emphasis is on the use of local resources in settlement upgrading such as labour, materials, skills and contractors. The Guide describes the application of modified tools in selected urban communities in the Philippines and Cambodia and describes the different components of an effective approach to improve community infrastructure in low-income settlements and ….creating employment in the process…..
