Sets out a model of associational democracy in which state and civil society organizations are both part of single new regulatory framework. Focuses on the devolution of many regulatory functions to local groups and associations and a redefinition of the role of the state. Provides examples of the involvement of civil society organizations at the national level in Ireland and South Africa.
