Abstract
This policy brief reviews how private employment agencies are registered, licensed, and inspected in Tanzania, and assesses how well the current system supports fair recruitment and the protection of migrant workers. It highlights recent progress, especially the 2025 Guidelines for Private Employment Agencies, while showing that major gaps remain in enforcement, inspection capacity, pre-departure training, overseas worker protection, data systems, and coordination between Mainland Tanzania and Zanzibar.
