Abstract

This policy brief examines how private employment agencies are registered, licensed, and inspected in Ethiopia, and how the wider system governs overseas employment. It highlights major reforms, including the new Overseas Employment Proclamation and the Ethiopian Labour Migration Information System, while showing that key challenges remain in enforcement, informal recruitment, pre departure training, overseas worker protection, and implementation of bilateral labour agreements.
