Abstract
This tool developed as part of the Flagship Programme "Safety + Health" for All is intended for a broad range of practitioners involved in assessing and strengthening national systems for the recording and notification of occupational accidents and diseases. These include government agencies such as ministries of labour or health, labour inspectorates, and national OSH authorities, as well as workers’ and employers’ organizations. Social security organizations and employment injury insurance institutions—whether public or private—are also among the primary users of the tool, given their critical role in compensation, data collection, and monitoring. In addition, the tool may be used by OSH professionals, researchers, development practitioners, and other stakeholders engaged in policy development and system improvement.
