Abstract
Analyses the characteristics, causes and consequences of youth unemployment. Examines policy responses focusing on active labour market policies, arguing for a shift towards demand oriented strategies based on social partnership. Reviews ILO initiatives and international policy context. Includes the text of the ILO Resolution concerning youth unemployment (adopted at the 1998 International Labour Conference, Geneva) and a list of selectd active labour market programmes for young people.
