Abstract
This report applies the International Labour Organization´s (ILO) inclusive entrepreneurship ecosystem approach to Montenegro and outlines the possibilities for a more inclusive and sustainable ecosystem that works for all. The application of the ILO´s approach led to a comprenhensive and holistic analysis of the Montenegrin ecosystem, which was followed by clear guidance on how the ecosystem of Montenegro can improve and provide better service to all those aspiring to become business owners.
