Abstract
The author identifies options and discussion points for further consideration, taking into account international labour standards, international practices and national policy dialogues that the ILO has supported between 2018 and 2020. In particular, this paper builds on analyses and arguments made by Bédard, Carter and Tsuruga. The identified parametric options expect to serve as a basis for financial assessments or other in-depth analyses to formulate ILO recommendations in the future.
