Argues that unemployment penalizes people beyond income loss (which income transfers can offset). Discusses the effects of unemployment on social exclusion, self-confidence, work motivation, loss of skills, racial harmony and gender equality. Believes that there exist fundamental differences in attitudes toward social and individual responsibility in the United States and Western Europe.
